How Does RECP Work?

What Is a Like-Type Group?

Each home is placed in a "like-type group" that is based on age, number of bedrooms, and unit size. Keep in mind that the 10% buffer above and below the baseline accounts for differences in family size, appliances, differences in types of windows or doors, etc.

Due to privacy restrictions, the physical addresses of the homes which make up your like-type group cannot be disclosed but below is the information you can obtain about your like-type group. Please call YES Energy Management to inquire about your home's like-type group. YES phone numbers can be found on the Contact page of this website.

Group XYZ:

  • Neighborhood (location)
  • Number of Bedrooms
  • Square Footage Range
  • Total Number of Homes in the Group

How Is the Average Monthly Usage Calculated?

Once a like-type group (LTG) is formed, the average monthly usage is then calculated.

Homes that are excluded from the calculation:

  • Vacant homes or homes occupied less than a full month
  • Wounded Warriors and EFMP Families
  • The highest 5% and lowest 5% of consumers in the LTG (These residents will still be responsible for their usage for the month.)

The average monthly usage for the LTG is then calculated by summing the energy usage of all remaining homes and dividing by the number of remaining homes.

  • A 10% buffer will be set above and below the average monthly usage to define the “normal” usage range or “grace zone”
  • The average usage is calculated each month to allow for changes in weather patterns and seasonal influences

If you are a part of the Wounded Warrior or Exceptional Family Member Programs (EFMP) and believe you should be exempt from the program, please contact your local Military Housing Office.

Tracking Your Usage

Some of our neighborhoods are equipped with meters owned by private utility companies. If you live in one of these neighborhoods you will not have the ability to track your usage online on a daily basis. Our third-party biller, YES Energy Management, will acquire the meter data monthly and will load this information into its database so you can still review your monthly usage online.  As the utility providers update their metering systems and expand their services, we will update you when we learn daily online tracking is available for your neighborhood.

The following neighborhoods currently only have access to monthly reads:

  • Joe Davis, Two Mile (Vista Del Sol)
  • Kansas City, MOBCOM KC
  • Coleville, MCCWTC
  • MCRD
  • Carolina Meadows, Cypress Way (Northwest Annex)
  • Village at Whitehurst Farm (Naval Station Norfolk)
  • Bell House, Midway Manor I & II, Wadsworth Shores (Oceana)
  • New Gosport (NNSY)
  • Port Lyautey, Wellings Court (JEBLC)
  • Patuxent River (All)
  • Riverview Village (Indian Head)
  • Bellevue
  • Thurmont
  • Sea Breeze Village (Seal Beach)
